Electricity costs are rising
January 2012

This past summer, your cooperative hired rate analyst experts to conduct a cost of service study. The goal was to develop rate schedules that achieve adequate cost recovery and equitable margin contribution from each classification of energy use.

The analysts used a cost-based method to allocate the actual expenses of delivering power to members based on factors such as energy use patterns, basic equipment necessary to provide electricity, and types of service. Your ECE Board of Directors is reviewing the results of the study, and we will soon provide more information about the adjustments to rates and the cost of basic service. Our plan is to implement changes for March energy use that will show on your April bill.

Although there are several drivers to this impending rate adjustment and increased cost of basic service, the biggest contributor is wholesale power, which makes up nearly 60 percent of your bill. Great River Energy (GRE), our wholesale power supplier, is experiencing significant increased costs related to producing electricity.

  • Higher mining costs caused by coal being deeper and further from the power plant.

  • kWh sales are lower than projected.

  • Remaining compliant with Minnesota's Renewable Energy Standard is expected to cost GRE about $30 million in 2012.

As members of this cooperative you have access to powerful tools to keep your energy bills manageable. The Budget Billing program will equalize your monthly bills, allowing you to plan financially. ECE offers programs that can help reduce water and space heating costs. The most important tool you have is making a conscious choice about the amount of energy you use.

ECE has not had a rate adjustment since 2008. Although we prefer to continue that trend, we find it is necessary to recover needed revenue to meet all mortgage requirements to keep your co-op strong.
